Prior to Promontory Financial Group, Mitsugu worked for more than 35 years for the Japanese Ministry of Finance and Financial Services Agency, where was responsible for the inspection and supervision of banks. As Inspection Administrator, he helped develop the supervisory policies over major and regional Japanese banks.
