Peter Holmes

Senior Principal

Peter assists clients with risk control and enforcement issues. While at the Federal Reserve Bank of New York, he worked on foreign exchange, payment system, and regulatory risk issues, including anti-money laundering and the Basel Accord on risk-based capital. He helps banks, futures commission merchants, and other financial services clients strengthen processes, reporting, and governance.


Peter’s 19-year career at the Federal Reserve Bank of New York focused on foreign exchange trading, policy issues, and bank supervisory matters. He has deep knowledge of netting arrangements in foreign exchange, business process improvement reviews for the U.S. government, and competitiveness of U.S. banks. As chief dealer of Foreign Exchange, he managed the Fed’s dealing relationships with banks and participated in the management of U.S. foreign currency reserves. Peter has also worked in foreign exchange in the private sector, providing macro analysis to institutional and high-net-worth clients. He has also served as a risk management consultant, designing and helping launch operational risk management units at U.S. operations of European banks, and directing benchmarking and control reviews in capital markets and treasury units for clients.
