David Peters

Managing Director

David provides expertise in risk management, strategic planning, regulatory relations, governance, and compliance oversight. He helps clients respond to emerging regulatory initiatives, such as Basel III and living wills, working in both bankwide and multistakeholder environments.


Prior to joining Promontory, David was the vice president of decision support services for SBR International, a boutique consultancy based in Toronto. At SBR, he was responsible for launching and building a cross-sector strategy practice, with focus in the financial services, mining, and utilities industries. David also served as a researcher in the Executive Project Office and as an international economist at Bank of Nova Scotia, where he assisted the senior strategy team in identifying and evaluating new market and product opportunities across the bank’s international footprint. His additional consulting work includes investment-climate assessments for the World Bank and the Asian Development Bank as well as development of corporate and tax structuring solutions for North American companies investing in China. His financial modeling and analytical experience encompasses a variety of specific investment opportunities in the real estate, telecommunications, and media sectors in the United States and Indonesia. David began his career as a financial journalist in Southeast Asia, covering regional capital markets.

Representative Engagements

  • Assisted several large, cross-border banks in developing recovery and resolution plans to meet new living-will requirements.
  • Reviewed the liquidity contingency plans of financial firms in the context of changes in market environment and industry-leading practices.
  • Worked with industry groups to analyze the impact of and develop plans for compliance with new regulatory requirements, such as Basel III, and increased standardization and clearance of over-the-counter derivatives.
  • Worked with a number of banks and nonbank financial institutions to enhance their governance frameworks with regard to credit risk, liquidity risk, related-party transactions, and anti-money-laundering compliance.
