Managing Director

As the head of Promontory’s global stress-testing practice, David advises clients on how to implement and use stress tests for regulatory compliance and risk-based decision-making. Drawing on more than 25 years of experience in risk management, he also advises financial institutions on enterprise risk management, economic capital, risk appetite, limits management, and related risk management matters. He brings analytic and managerial strengths to his client engagements.


David draws on a diverse background with companies that develop and provide risk management solutions across markets. He is an expert in Dodd-Frank Act stress tests, the Comprehensive Capital Analysis and Review, Basel II, Basel III, internal capital-adequacy assessments, and key regulatory rules. He focuses on helping clients build sustainable risk management programs that enable them to monitor, measure, and manage their individual and enterprisewide risks and to drive effective capital and liquidity planning and management.

Before joining Promontory, David was managing director and global head of risk solutions and analytics at S&P Capital IQ. In that role, he provided enterprise risk solutions, including analytics, services, data sets, and comprehensive software platforms. Prior to that, he was chief operating officer and global head of Oliver Wyman’s ERisk business, now a Sungard company, where he customized economic-capital solutions for midsize banking clients. Before that, he was president and chief executive officer of Zoologic Inc., a Bankers Trust financial services company, and earlier was global head of field operations for CATS Software, now a Misys company. He also held roles with Sungard, Andersen Consulting, and JPMorgan Chase.

Representative Engagements

  • Designed a comprehensive, end-to-end capital-planning and stress-testing framework, including governance, data-collection, analytic, and reporting elements, and assisted in implementing it over time.
  • Conducted a comprehensive benchmark assessment of a bank’s capital-planning and stress- testing framework against the Federal Reserve’s seven capital-adequacy principles and other relevant regulatory guidance for the Comprehensive Capital Analysis and Review, Dodd-Frank Act stress tests, and SR 12-7, and supported the bank in implementing a range of key governance, modeling, and data enhancements.
  • Performed a thorough assessment of a bank’s overall risk management framework, and assisted with the implementation of governance, risk-identification, modeling, and system enhancements.
  • Undertook an enterprise data-governance gap analysis against the Basel Committee on Banking Supervision’s January 2013 “Principles for effective risk data aggregation and risk reporting,” and developed a long-range road map for implementing key enhancements.
  • Designed and implemented a risk management framework for the multifamily and commercial real estate lending unit within a U.S. bank, in accordance with regulatory guidance.
  • Assisted a large financial institution with the evaluation, design, and implementation of a comprehensive third-party risk management program.
