David Samuels

Managing Director and Segment Leader

David drives the growth of transformational managed services across all segments, and the growth of all service offerings across U.S. midsize banks. He has spent extensive time in Asia, Europe, and the Americas assisting financial institutions of all sizes with risk management, compliance, and operational efficiency, including outsourcing key functions and applying fintech for scale and optimization.


Drawing on 30 years of experience, David has a deep understanding of global regulatory rules, including Basel II, Basel III, Comprehensive Capital Analysis and Review, Enhanced Prudential Standards, and the Basel Committee on Banking Supervision’s standard number 239. He is an expert in enterprise risk management, credit portfolio management, risk-appetite statements, compliance, Bank Secrecy Act/anti-money-laundering rules, balance-sheet management, risk-data governance, and model risk management.

Before joining Promontory, David was managing director and global head of risk solutions and analytics at Standard & Poor’s, where he delivered services related to data, research, models, software platforms, and consulting to banks and nonbank financial institutions across the globe. Earlier, he was chief operating officer and global head of Oliver Wyman’s ERisk business, now a SunGard company. Before that, he was president and chief executive officer of Zoologic, Inc., a Bankers Trust financial services company. Earlier in his career, roles included he was global head of field operations for CATS Software, a Misys company, and held roles with Andersen Consulting and J.P. Morgan.

Representative Engagements

  • Transformed a client’s financial crimes program through the provision of advisory services to optimize the organization and processes, automation, and integration services to eliminate time consuming, manual processes. Leveraged of outsourced managed services to add scale and staffing flexibility, while delivering improvements in quality, consistency, and timeliness, and dramatically reducing the bank’s overall costs.
  • Partnered with IBM to apply data analytics and fintech to a client’s compliance function to dramatically enhance the outcomes, eliminate manual processes, and tune the models.
  • Designed and implemented an enterprise-wide risk management framework with processes, analytics, and reporting designed to measure, monitor, and manage the eight risk categories across the bank.
  • Performed a thorough assessment of a bank’s overall risk management framework, and assisted with the implementation of governance, risk-identification, modeling, and system enhancements.
  • Designed a comprehensive, end-to-end capital-planning and stress-testing framework, including governance, data-collection, analytic, and reporting elements, and assisted in implementing it over time.
  • Conducted a comprehensive benchmark assessment of a bank’s capital-planning and stress- testing framework against the Federal Reserve’s seven capital-adequacy principles and other relevant regulatory guidance for the Comprehensive Capital Analysis and Review, Dodd-Frank Act stress tests, and SR 12-7, and supported the bank in implementing a range of key governance, modeling, and data enhancements.
  • Designed a comprehensive, end-to-end data aggregation and governance framework for a mid-size bank, including designing the data marts, data normalization process and ecosystem and assisted the bank in implementing the framework, over time.
  • Assisted a large financial institution with the evaluation, design, and implementation of a comprehensive third-party risk management program.
  • Undertook an enterprise data-governance gap analysis against the Basel Committee on Banking Supervision’s January 2013 “Principles for effective risk data aggregation and risk reporting,” and developed a long-range road map for implementing key enhancements.
