Leigh Feldman

Managing Director

Leigh is an expert in privacy and data protection and leads Promontory’s U.S. privacy practice, advising clients on all aspects of privacy programs, frameworks, and topics, including issues related to emerging topics such as big data, cloud computing, blockchain, digital ethics, and artificial intelligence.


He has more than 15 years of experience building and leading privacy and data protection programs within top global financial institutions and is an expert in all aspects of data collection, use, maintenance, and sharing. Prior to joining Promontory, Leigh led Citigroup’s privacy function and served as co-chair of the bank’s General Data Protection Regulation steering committee. As chief privacy officer at American Express, he created the firm’s global privacy framework, built a team of more than 25 privacy specialists, and served as a key internal adviser on privacy matters related to new products, digital marketing, mobile services, and social media. Leigh previously led Bank of America’s privacy team, after having served as Merrill Lynch’s head of technology, privacy, and information law and chief privacy counsel. In these roles, Leigh has also chaired global privacy committees; advised senior executives and board members; and led teams focused on cross-border data transfer, records management, and data-breach notice.
