4/15/14 - Veteran New York Fed Supervisor Arthur Angulo Joins Promontory

WASHINGTON, D.C., April 15, 2014 — Arthur Angulo, who supervised and regulated complex global banking organizations during 27 years with the Federal Reserve Bank of New York, has joined Promontory Financial Group as a managing director, the firm announced. Angulo will concentrate on risk management at Promontory, a premier risk, regulation, and compliance consulting firm for financial services firms worldwide.

Before joining Promontory, Angulo was a senior vice president in the New York Fed’s financial institutions supervision group, where he oversaw the risk function. He previously led the group’s efforts focused on complex financial institutions, relationship management, and financial sector policy and analysis.

Angulo joined the New York Fed in 1987 as an assistant bank examiner and was named an officer in 1998. He was promoted to assistant vice president in 2000, vice president in 2004, and senior vice president in 2005. He was a member of the Federal Reserve System’s executive committee that oversees the comprehensive capital analysis and review stress tests, and part of the leadership team that developed the supervisory capital assessment program.

At the international level, Angulo has represented the New York Fed at the Basel Committee on Banking Supervision, a forum for cooperation on bank regulatory matters, and served on the Senior Supervisors Group, a coordinating body on financial risk management. He led the unit created to monitor primary dealers that participated in the New York Fed’s Primary Dealer Credit Facility. He has also been an examiner-in-charge at one of the largest U.S. bank holding companies and supervised a portfolio of foreign banking organizations operating in the U.S.

Angulo earned a bachelor’s degree in economics from Columbia University and an MBA, with a concentration in finance, from Columbia’s Graduate School of Business.
