Promontory Managing Director Arthur Angulo was interviewed by Risk magazine on how the Federal Reserve Board’s Comprehensive Capital Analysis and Review framework affects the banking industry.

Angulo said that certain foreign banks have reduced their U.S. assets to get around the Fed’s qualitative CCAR standards. “Foreign banking organisations will manage to the $50 billion threshold and probably the $250 billion threshold as well,” he said. “Foreign banking organisations have rebooked transactions at their head office to keep below the $50 billion threshold.”
