On March 10, 2011, the Bank for International Settlements’ Committee on Payment and Settlement Systems (“CPSS”) and the Technical Committee of the International Organization for Securities Commissions (“IOSCO”) issued a Consultative Document Principles for financial market infrastructures (“Consultative Document”), which proposes a single set of 24 principles (“Proposed Standards”) applicable to all systemically important payments systems, central securities depositories (“CSDs”), securities settlements systems (“SSSs”), central counterparties (“CCPs”) and trade repositories (collectively “financial market infrastructures” or “FMIs”).
