Michael Dawson

Managing Director

Mr. Dawson handles major risk management engagements for Promontory, particularly those with a heavy focus on compliance risk management. He also advises institutions on aligning executive compensation with risk management objectives and frameworks. He is the practice leader for Promontory’s extensive global practice in anti-money laundering (AML) and sanctions compliance. He has led AML transaction reviews, compliance assessments, and program enhancement engagements in financial institutions in the United States, Europe, Asia, South America, and the Middle East.

Mr. Dawson joined Promontory in 2004. From 2006 to 2009, he was responsible for opening and building Promontory Financial Group (UK) Ltd. in London to handle risk management engagements in the EMEA region.

Before joining Promontory, Mr. Dawson was a senior official at the U.S. Department of the Treasury. As Senior Advisor to the Deputy Secretary, he assisted Treasury’s second-in-command in leading an interagency committee of the National Security Council charged with developing counter-terrorist financing strategies, representing the US in international tax disputes, and conceiving and implementing economic development initiatives in the areas of remittances, foreign direct investment, and housing. Later, as Deputy Assistant Secretary for Critical Infrastructure Protection and Compliance Policy, he was responsible for assisting in the development of regulations implementing the USA PATRIOT Act. He also served as Treasury’s lead policy DAS on renewal of the uniform national standards provisions of the Fair Credit Reporting Act, which led to the Fair and Accurate Credit Transactions Act of 2003.

Earlier in his career, Mr. Dawson was Chief of Staff to the CEO of FOLIOfn, a self-clearing, web-based broker dealer; a litigation associate at Covington & Burling, where he worked on numerous complex cases including defense of corporate targets of SEC investigations; and a clerk for Judge James L. Oakes on the Second Circuit Court of Appeals.

Mr. Dawson holds a JD from the Yale Law School, where he was a senior editor of the Yale Law Journal and a John M. Olin Fellow in Law and Economics; an MPhil in Economics from Cambridge University, where he was a Dr. Herschel Smith Scholar; and a BA with Honors in Economics from Williams College magna cum laude, Phi Beta Kappa.
